After One decade , Whole World is gearing up to guard the citizen from fake News . #UNESCO launches #MILCLICKS Media and Information Literacy Campaign and Asian Tigers is framing laws against these menaces and Countries across Asia are declaring war on fake news.

In India On April 2, Ministry of Information and Broadcasting announced that journalists could be permanently stripped of their accreditation if they are found to have created or propagated false information. The ministry said it wanted to counter "increasing instances of fake news in various mediums..

Through channels on Facebook, Twitter, Instagram and others, MIL CLICKS social media strategy will engage people to play, learn and use MIL skills, know how to evaluate information and how to identify and to find credible sources.
“Critical engagement goes hand in hand with encouraging people online to get involved into peace building, dialogue, promote tolerance, diversity, equality and freedom of expression,” says Grizzle.

UNESCO invites everyone to become part of MIL CLICKS movement and use social media to involve minds and hearts by sharing posts, tips, solving quizzes, creating content and learning new skills.  
MILCLICKS challenges everyone to build, practice and hone their MIL skills creatively and critically.
“Wise clicking will lead all people that are taking part in MIL CLICKS to become a part of the global community of MIL CLICKERS”, says Grizzle.
MIL CLICKS is being implemented in English language as well as have regional language versions – the first two being in Serbian and Portuguese, developed in cooperation with local partners

Why this Portal 

What is Portal 

A portal is a central place for making all types of information accessible to a wide and varied audience. Portals can be roughly broken down into two major classifications: the enterprise information portal and the content management portal. In most cases, you'll find you must combine the two implementations in order to meet the full spectrum of your business needs.

Web portals provide a single point of access to a variety of content and core services, and ideally offer a single sign-on point. Portals give you a managed online experience, and can be particularly helpful as a start and return point for those new to the web


There are two types portal 

Enterprise information portals

Enterprise information portals are primarily intended to consolidate a vast array of information from a multitude of sources onto a single screen. The users of this information typically do not publish to this type of portal; rather, they are the consumers of the information prepared and published by others. For example, consider a corporate portal that provides access to the following:
  • Announcements of corporate programs, events, quarterly earning reports, and so on
  • Reports that enable users to acquire information and/or make key business decisions
  • News, weather, and stock quotes from syndicated content feeds
  • Availability of e-mail, calendar, meeting schedule tools, and other heavily used business applications
  • Access to smaller portals created and maintained by independent departments within the company
  • The presentation of this information is frequently augmented by typical portal services like personalization (tools that enable users to specify their own view of page content), as well as a sophisticated search engine to help users locate critical information quickly.
An enterprise information portal can support thousands of users or just a handful. Yahoo! is an example of a commonly used enterprise information portal, providing up-to-the-minute data from financial institutions, weather feeds, and other sources all over the globe.

Content management portals


Content management portals are designed to improve the access and sharing of information. In a content management portal, self-service publishing features enable users to post and share any kind of document or Web content with other users, even those geographically dispersed. For example, consider a development group consisting of engineers, product managers, and quality assurance engineers working at locations scattered all over the world. Each has documents they need to share with members of their own teams as well as the other groups. Nearly every user has the ability to add documents to the portal; certain users have privileges to modify documents produced by other users or groups. As opposed to an enterprise information portal, with this type of portal the majority of users are empowered to both publish and retrieve information within the portal framework. 



Users of a content management portal typically require services such as: 

  • Check-in/check-out capabilities, so that users cannot overwrite each others changes 
  • Version control, so that successive versions of a particular item can be retained or overwritten 
  • A security mechanism, by which content can be protected from unauthorized view or manipulation 
  • Workflow, which establishes a process through which a document or request flows among users 
  • Organizational mechanisms to create a content structure that is easily browsed by the portal user 
  • This list of services is not solely applicable to the content management portal; builders of the enterprise information portal may find some of them useful as well. 

Regardless of the type of portal you plan to create, Portal provides the tools you need to be successful.

Legal framework of News Portal in the Indian System

What is accreditation?

Anyone in India can become a journalist. Unlike other professions like law or chartered accountancy, one does not have to pass an exam to begin working as a journalist. Although many have lamented the state of the media and contemplated changing this definition over the years, ever since the internet turned up, the idea of regulating who gets to be a journalist has been effectively defunct.

But the government does have one lever to pull here – access. The official Press Information Bureau gives accreditation to a certain set of journalists approved by a committee, which then allows these mediapersons easier entry into ministries, government departments and official functions. Having a PIB card serves as a sign of being an approved journalist.

National Level 

It said there were no norms or guidelines to regulate the online media websites and news portals.

Therefore, it has been decided to constitute a committee to frame and suggest a regulatory framework for online media/news portals including digital broadcasting and entertainment/infotainment sites and news/media aggregators, it added

Websites can apply for accredition, but who needs it?

The ministry of Information & Broadcasting does have accredition for online publications, but accredition isn’t necessary for operations. Frankly, you only need accredition for access to government events, and even those aren’t always necessary. The idea of an official “Press Card” is archaic. The conditions specified for accredition:

1) The general terms and conditions prescribed for the representatives of print and visual media will also be applicable in case of online editors, correspondents, camerapersons.

2) A news site / portal means a website which has at least 1/3rd of its visible content related to news & current affairs originally reported by its own correspondents

3) The publications on behalf of which accreditation has already been given will accommodate their online journalists within their existing quota.

4) The site should have paid subscribers. However, it should not be insisted on the subscribers right now but some preference will be given to the news sites having subscribers.

5) Online news agencies will be governed as per the existing rules prescribed for news agencies.

6) The site should have a minimum annual revenue of either Rs.20 lakhs from its news portions only OR Rs.2.5 crores from the entire website including its news portion.

7) The site should be updated regularly and at least 6 times daily.

8) The news portal should be observing the laws of the land in terms of content, service, promotions, finances and any other aspect of functioning.

9) The news site should have been functioning for at least one year.

10) The domain name of the site should be registered for at least the next 5 years from the date of application.

11) The site should have at least 10,000 page views per day of its news-portion.

12) The issue of determining the authenticity of the site may be decided in consultation with VSNL in case of any doubt.

13) In the event of a website/portal found involved in any activity perceived as cyber crime now or in future, all accreditations given to representatives of that website/portal will be withdrawn at the discretion of the DG (M&C).


Possible Implications

– In future, publications that want to set up online-only operations in India may have to file for an RNI registration.

State Level 

Haryana 

Haryana Government on Monday issued a notification to amend the Haryana Media Accreditation Rules, 2007 to grant accreditation to the media persons of electronic media at sub-division level and to those of news-portal websites and ‘recognition’ to the media persons of daily newspapers and news agencies at State headquarters of Chandigarh and at district level.

Haryana Information, Public Relations and Languages Minister, Kavita Jain said that with these three decisions, a number of media persons will be benefited. She said that the previous Governments had only given assurances to the media persons to meet their long-standing demands, but the present Government, led by Chief Minister, Manohar Lal was committed for the welfare of media persons. She said that the Chief Minister had recently announced a number of welfare schemes for the benefit of media persons.

Jain said that the Government has accepted their long-pending demand and now the media persons of electronic media would also be given accreditation at sub-division level. The media persons of electronic media were already being granted accreditation at State headquarters and district level.

The Minister said media persons of news portals/websites, as per provisions contained in notified rules, would also be granted accreditation now, alongwith print and electronic media.

She said that at present, three correspondents, one sports correspondent, one legal correspondent and two photographers of daily newspapers and news agencies were being granted accreditation from State headquarters of Chandigarh. Similarly, two correspondents and a photographer of a daily newspaper or news agency were being granted accreditation at district level. Now, apart from accreditation, the Haryana Government would also grant ‘recognition’ to three media persons of daily newspapers and news agencies at State headquarters of Chandigarh and two at district level.


Jain said that media persons based at district or sub-division level, eligible under these three schemes, may apply through the concerned District Information & Public Relations Officers for grant of accreditation or recognition. Similarly, those based at State headquarters of Chandigarh and were eligible, may apply in the office of Director, Information, Public Relations and Languages, Haryana at Chandi

Five Laws of Media and Information Literacy

We are travelling towards the universality of books, the Internet and all forms of “containers of knowledge”. Media and information literacy for all should be seen as a nexus of human rights. Therefore, UNESCO suggests the following Five Laws of Media and Information Literacy.
They are inspired by the Five Laws of Library Science proposed by S. R. Ranganathan in 1931. The Five Laws of MIL are intended as guides, together with other UNESCO resources, for all stakeholders involved in the application of MIL in all forms of development.

Law One

Information, communication, libraries, media, technology, the Internet as well as other forms of information providers are for use in critical civic engagement and sustainable development. They are equal in stature and none is more relevant than the other or should be ever treated as such.

Law Two

Every citizen is a creator of information/knowledge and has a message. They must be empowered to access new information/knowledge and to express themselves. MIL is for all – women and men equally – and a nexus of human rights.

Law Three

Information, knowledge, and messages are not always value neutral, or always independent of biases. Any conceptualization, use and application of MIL should make this truth transparent and understandable to all citizens.

Law Four

Every citizen wants to know and understand new information, knowledge and messages as well as to communicate, even if she/he is not aware, admits or expresses that he/she does. Her/his rights must however never be compromised.

Law Five

Media and information literacy is not acquired at once. It is a lived and dynamic experience and process. It is complete when it includes knowledge, skills and attitudes, when it covers access, evaluation/assessment, use, production and communication of information, media and technology content.
